CUSTOMS REGULATIONS


HOUSEHOLD GOODS AND PERSONAL EFFECTS

*** All non-diplomatic import FCL’s are subject to mandatory customs inspection inside the port area. As this takes time to arrange additional demurrage is likely. Examinations will take place under JVK supervision. Additional charges now apply for this examination. ***

Please follow these notices and instructions carefully. JVK will not be responsible for delays, problems or extra costs incurred as a result these not being followed correctly.

All shipments are inspected by both Customs and Quarantine Department. All shipments take time to clear and demurrage is inevitable. Depending of the shipment it might need to be offloaded into bonded warehouse in the port area. High bonded warehouse/handling charges apply and are EXCLUDED in our rates. Quarantine charges are EXCLUDED from our rates and are billed separately at cost plus 10%. Shipments can only be released after both Customs and Quarantine have approved release. Shipments will be inspected separately by both departments at a time of their choosing.

Notes for diplomatic shipments:

Diplomats require duty free certificate issued by Ministry of Foreign Affairs whilst UN/NGO/AID employees require duty free certificate issued by their sponsor government department. Again, demurrage is very likely. It is important that the shipper name DOES NOT appear in the consignee block – it will cause complications if it does.

Documents required for clearance:

  • Correctly consigned OBL/AWB
  • Packing list
  • Duty Free Certificate
  • Passport
  • For any shipper that does not fulfil these criteria the entire shipment will be subject to import duty at varying rates, delays and additional demurrage. All shipments must be ISPM15 compliant. Additional quarantine charges might apply if shipments aren’t compliant. Sea shipments take up to 30 days to clear and air up to 10 days. High demurrage likely on all shipments.

Notes for non-diplomatic shipments for expatriates only:

For expatriates their employing company/organisation (ie the entity that has sponsored he employers Work Permit) must be registered as an Importer with PNG Customs PRIOR to shipment arrival. This is a one off registration made by the employer and then allows shipments ( both commercial and non-commercial) to be processed by Customs. Registration is made using Form G26a. If required JVK can arrange this registration on behalf of the employing company/registration if they are not already registered for a nominal fee. This registration can take up to one week to process and so to avoid demurrage must be arranged PRIOR to shipment arrival. JVK will also require a copy of the employing company/organisation Tax Identification Number (TIN). The employer also needs to provide a letter confirming that the expatriate is employed by them (JVK will provide this template)

Additionally the shipper (owner of the shipment and importer) must also provide JVK with a completed G26a&b form for EACH shipment AND a copy of their individual Tax Identification Number (TIN). If required JVK can arrange to obtain individual Tax Identification Number (TIN) for a nominal fee. This registration can take up to one week to process and so to avoid demurrage must be arranged PRIOR to shipment arrival.

Expatriates must be working for a registered company and hold a valid work/residence permit. One air and one sea shipment only can be imported duty free but duty will be levied on new items or items deemed in excessive quantities for personal needs. Shipments ought to arrive within three months of work/residence permit being issued. Shipper is required to in person sign a Statutory Declaration in front of a Commissioner of Oaths in Papua New Guinea. Any new items must be declared and will be dutiable.

Shipment must arrive within 3 months of shipper’s first arrival otherwise shipment will be dutiable at varying rates.

  • Stat Dec form
  • G26a&b form
  • TIN certificate
  • Passport
  • Visa
  • Work Permit
  • Freight invoice

Additional COVID 15 requirements (effective 15/11/2021 until further notice):

  1. Stamped passport of his/her arrival in PNG (ie proof of entry)
  2. Travel Itinerary (airline ticket) (ie proof of where they have come from)
  3. Covid 19 Quarantine Certificate (ie proof that they have completed 21 days quarantine on arrival)
  4. Covid 19 Vaccination Certificate

For any shipper that does not fulfill these criteria the entire shipment will be subject to import duty at varying rates, delays and additional demurrage. All shipments must be ISPM15 compliant. Additional quarantine charges might apply if shipments aren’t compliant. Sea shipments take up to 30 days to clear and air up to 10 days. High demurrage likely on all shipments.

Notes for non-diplomatic shipments for returning PNG Nationals only:

Shipper must have owned and used all items overseas for a minimum of twelve months prior to shipping. One air and one sea shipment only can be imported duty free but duty will be levied on new items or items deemed in excessive quantities for personal needs. Shipper is required to in person sign a Statutory Declaration in front of a Commissioner of Oaths in Papua New Guinea. Any new items must be declared and will be dutiable.

The shipper (owner of the shipment and importer) must also provide JVK with a completed G26a&b form for EACH shipment AND a copy of their individual Tax Identification Number (TIN). If required JVK can arrange to obtain individual Tax Identification Number (TIN) for a nominal fee. Shipper will need to provide copy of their passport AND copy of their overseas visa proving overseas residence for a MINIMUM of 12 months. Shipment must arrive within 3 months of shipper’s first arrival otherwise shipment will be dutiable at varying rates.

  • TIN certificate
  • Passport
  • Overseas Visa AND proof of employment ( i.e. reference letter or employment contract of overseas employer)
  • Freight invoice

PROHIBITED AND RESTRICTED GOODS

Food is always problematic and will lead to complications, delays and additional charges. It is
recommended to NOT ship. If any food is shipped an import permit will be required for which a
charge of US$350 per occurrence will be incurred. This applies to both diplomatic and nondiplomatic shipments. This excludes the duty/GST on food and the demurrage whilst the permit is
processed

Never mix personal effects with commercial goods.
Generally pornography, guns, fireworks, narcotics, gambling instruments and subversive or offensive literature are banned as are agricultural products.

MOTOR VEHICLES (AUTOS AND MOTORBIKES)

Cars are complicated to import. Generally only diplomats can import duty free but under certain circumstances individuals can import but the procedure is lengthy and complicated. Check with JVK before shipping.

ANIMALS AND PETS

Pets may be imported but a valid Import Permit is required to be issued prior to arrival of the pet. Pets must be forwarded as manifested cargo under an Airway Bill (not hand carried). To apply for an Import Permit we require the general details of the pet (name, sex, breed, age, color). Import Permits can take up to 2 weeks to issue and shipments MUST NOT be forwarded without an Import Permit. When the pet is forwarded it is essential that the rabies vaccination and general vaccination certificates are attached to the Airway Bill. Up to 4 months quarantine is required at an approved quarantine establishment. Length of quarantine depends which country the pet is imported from. Contact JVK for more details.
